One of the purposes of single-member-districts is to provide some geographic distribution of the council membership throughout the city. The proposed 3 single-member-super-districts elected at-large could allow 7 of the then 13 members of council to come from a single street corner! Good list... and a year too early. The "new decade" in your story starts 1-Jan-11 and goes until 31-Dec-20. Our current century [21st] and our current decade both started on 1-Jan-01; thus our current decade goes until 31-Dec-10.
