Recycling should be mandatory as it is in most cities the size of Tulsa. I grew up in a SMALL village near Green Bay Wi, mandatory recycling since 1970's. Tulsa should charge the people more if they choose not to participate than the people who do. The cost would be more fairly distributed & Tulsa & the environment would benfit. It should no longer be an option to distroy our environment or to reward the ones who are too lazy to make the effort.
