would the service cost money? or charge for the incoming text? I get unlimited texts and have a smart phone so I get emails. Can the service offer weather alerts? I know some news stations charge for weather alerts to be texted to people who sign up. Living in this state, getting alerts about emergencies seems like it chould be a public service, like the sirens for tornados, etc.
