Your optimism is appreciated and many will nod their heads in agreement. However, ask anyone who has dared to attempt such a program what has happened and you will begin to understand why Tulsa slowly creeps along. Some persevere and look past the ignorance that is city/state/federal government, most throw up their hands in disgust. President Obama said it best just the other day "those shovel ready projects were quite as shovel ready as we thought, ha, ha, ha". Ideas like this are not for the faint-hearted and contrary to popular belief they are not get rich(-er) quick schemes dreamed up by the wealth, yet it takes those with resources to put them at risk to get a 'shovel in the ground'. With the current climate in Tulsa city and county governments there are not many daring enough to take on a public/private endeavor. And those who do, find themselves criticized and chided for asking for assistance from the very resources of which you speak.
