How about including Sapulpa in this planning? I mean, the last I checked, Sapulpa has representation in INCOG and it is considered part of the Tulsa MSA. Furthermore, any future AMTRAK rail connections that link Tulsa are going to come right through the heart of Sapulpa, so would it not be prudent to include this seemingly important hub into the strategic plan?
