Mr. Leighty lost his composure, then attempted to bully his fellow commissioners into a vote and when that didn't yield the result he wanted, he tried to bully the matter past his colleagues and on to the the city council. This doesn't strike me as a "backfire" as much as it does just plain poor conduct
