It's probably lower because they (the police) don't prosecute the criminal! I was assaulted and attacked outside my home and then the guy broke out my living room window in an attempt to get inside my house (after showing me a gun and stating he was going to "rob rape and murder me"). And TPD did nothing but write him a citation!! I called them several times to press charges on the jerk and they refused to call me back!
