I think that opinion is a bit narrow. Maybe you have deeper justifications for that comment and what follows it, but who can tell just from what you wrote? I remind you of what you may already know: budgeting is like putting your money in little boxes. This box over here is for City Hall renovations. That box over there is for "the Police Department's capital improvement plan." A third box may be for funding underwater basket-weaving, etc. Between all of the little boxes, all of the money available from last fiscal year, or quarter, or whatever has been portioned out. To take money from one box and put it in another means that whatever purpose was intended from the losing box suffers. considering that the City of Tulsa is accountable to our taxpayers, a strictly documented process must be followed to legally enable moving money around from project to project. If that process isn't followed, it's up to the Mayor to stop it and get things on track. I urge you to do more research before making sweeping statements.
