It's part of the culture in this area and Arkansas, that stems both from "spare the rod and spoil the child" and from the abuse they got from their own parents. It's supposed to "toughen up" the kids. And besides, they consider that if they lived through it, and they think it didn't hurt them, why not their kids, and everyone else's? Haven't we all seen and heard it before? They're going to raise their children just like they were raised because it's the "right way".
If you want to cut down on crime and violence, stop child abuse.
