They decided not to participate, and not to speak up until the end of the process - and only then in order to bring things to a grinding halt. There were very regular and very public meetings throughout the process, which lasted years. This is a disgraceful example of a small minority of the old guard attempting to preserve a long-discredited status quo - and getting away with it. The TMAPC takes a good portion of the blame for letting this happen, particularly the Mayor's own delegate, who should know better. It must adopt this shriveled and weakened form-based code, and then it must start work immediately on expanding it further. Then perhaps Tulsa will finally stand a chance of joining the 21st. century alongside cities like Fayetteville, Fort Smith and Oklahoma City."
