I see trash on the sides streets in Brookside when out for an early morning walk...is this something that's up to each merchant? Or the city? Is it too expensive to provide/maintain these? Starbuck's in Brookside used to have one but it was removed & I was told it was because they were tired of everyone else throwing their trash in it! Good point in favor right there! Even in the area strip malls there aren't any and downtown only has them in the more centralized areas. I think this is pretty sad for a city that is trying to be progressive......"
