Here in PDX, the solutions are as plentiful as the bike traffic jams. I would be willing to do volunteer wrench. I am not LCI, but, I know a LOT of stuff.
As for the space, the PDX solution would be to squat an abandoned field. Park a bunch of crunked-out vans in an artistic manner. Think Stonehenge. Get Rainbow Girl and Company to paint said vans. Hand out donated free java and vegan donuts to code enforcement and cops for a week. Problem SOLVED."
