Did he learn nothing from his study? Just like higher taxes on tobacco caused lower consumption (and thus lower tax revenues than expected); increasing income tax rates will result in the people actually producing income to move across the border to Texas, taking the income Blatt wants to tax with them.
So not only will Oklahoma lose out on the "increased" revenue Blatt envisions with the higher rates he wants, but the state will also lose the revenue those people are currently willing to pay to the state. So the state will be left with the low income residents who don't pay income tax but yet use the majority of the services the state spends money on.
